Is she going to shoot the guy for not saying “excuse me”? Because I’m trying to decide if her doing so would be just plain awesome or needlessly cruel.

Probably just got pick-pocketed and knows it. Or she’s got really serious personal space issues.
I think that was a pick-pocket, and they just stole stuff from her is why she’s drawing her gun, hahaha

When a stranger, especially one with large breasts, bumps into you… Check your pockets to see what’s missing.
I agree that it may be a pick pocket. A more convoluted idea, though, is that maybe she intends to break the law in order to get put in prison with Mathias?
I think I have a guess about who the pickpocket is…:3 The fluffiness around his hood gave me a clue…
